What actually precedes a freeze
Issuer enforcement, law-enforcement or court requests, and sanctions actions are the usual causes. Exposure to flagged counterparties is a signal an operator can weigh — it is not a mechanism that freezes an address by itself.

Direct freeze status and exact OFAC status are facts read from a source. Exposure, fast-in/fast-out patterns and concentration are indicators derived from public transfers, and they are labelled as such.

Why a result can be inconclusive
When TronScan and the contract disagree, or one read fails, the freeze status is inconclusive rather than “clean”. That distinction is the whole point of reading two sources instead of trusting one.
